When Believe Ministries looked at the vacant, historic financial building on South King Street, they didn't see an empty shell—they saw the missing pipeline for rural digital access, workforce readiness, and centralized community service. The property sat underutilized within Windsor's central business district, leaving critical gaps in local economic infrastructure. The client's vision was to repurpose this existing asset into a high-functioning, program-driven hub without expanding its footprint or displacing the surrounding historic community.
